Ithraa Program Summary Booklet – Resource Mobilization from Non-Governmental Sources
The Ithraa (إثراء) Program is a strategic initiative designed to develop and strengthen the managerial, economic, and organizational capacities of CEOs of Arab local authorities. The program was developed and implemented by Injaz Center, based on the understanding that the development challenges facing Arab local authorities are not limited to budgetary gaps, but also involve planning and leadership capacities, partnership building, mobilizing non-governmental resources, and ensuring financial resilience.
Socio-Economic Development Guide for Arab Local Authorities
This guide offers a practical framework for advancing socio-economic development in local authorities in Arab society. The framework is based on Injaz Center’s accumulated experience in promoting this field, including the establishment of economic companies in Arab localities between 2017 and 2022, as well as supporting local authorities in economic development projects during 2025–2026.
Status of the Itgarim Program for Non-Formal Education Mixed Cities
As part of the implementation of Government Resolution 550, dated October 24, 2021, the “Challenges” Program for Promoting a Social, Values-Based, and Community-Oriented Education System in Arab and Bedouin Society was developed. The program aims to provide children and youth in Arab society with an equal opportunity to develop personal and social skills, alongside strengthening their sense of self-efficacy, broadening their horizons, enabling them to shape their future as they wish, and promoting social mobility.
The “Challenges” Program was initially developed as part of Government Resolution 922, implemented between 2016 and 2020, and was renewed under Government Resolution 550.
Research Continuity or Change Analyzing the Arab Local Authorities Elections of 2024
The total number of seats under Arab local authorities stands at 950 (members of councils), compared to 840 in the last elections in 2018. The increase in the number of seats in local elected bodies (110 seats added) is linked to the growth of the population in Arab communities and the increase in the number of eligible voters. The larger the local elected body, the tendency is for it to be more representative, attentive, and democratic.

Brief Update on Government Decision 550 Implementation Status (until 2024)
Government Decision (GD) 550 for Socio-Economic Development for Arab Society 2022-2026 allocated significant resources to advance socio-economic development in Arab towns. Through the operation of several professional municipal forums (CEOs, treasurers, head of youth units) Injaz Center closely monitors the implementation status of this plan including budget allocation and utilization. The findings presented in this report is based on data received from Arab local authorities, the Authority for Economic Development at the Ministry for Social Equality, and other professional stakeholders. The data presented in this report refers to budgets that were transferred to Arab local authorities by government ministries until 2024.
